Primary Functions & Responsibilities:

Primary Functions & Responsibilities:
- Lead financial management and operations support, including oversight of human resources, procurement, and compliance with company and donor policies and procedures; ensure finance and administrative functions support the timely and effective implementation of ReGenerate Rwanda’s technical scope of work.
- Lead and manage the Finance & Operations Team, with staff located in both the Kigali and Rusizi.
- Provide overall coordination and quality monitoring of ReGenerate Rwanda’s finances; oversee program budgets to ensure spending rates are on target.
- Work closely with the Program Director to ensure that program work plans and financial programs are in sync; share spending analyses and trends with program team members to help synchronize program and financial decision-making processes.
- Support Program Director, technical staff, and partners annual work plan development; lead costing of program activities.
- Review all cash receipts/credits to ensure that revenue is recognized in accordance with corporate policies and that program budgets have been created in the financial system to track expenditure of the funds received.
- Ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
- Produce financial reports for internal and external consumption (to include total grant amount, spend to date, spend this year, amount remaining, cash received, cash remaining/ short, and estimated months remaining).
- Produce annual budget proposals to the donor, in collaboration with the Program Director and TechnoServe HQ support, to the donor.
- Liaise with the donor representative regarding financial and administrative oversight, as needed.
- Provide internal program control and audit functions; support annual program donor audit, as needed.
- Oversee partnership grants administered through a locally sourced grants/contract management service provider and subcontracted IT support; local coordination and additional compliance support provided by ReGenerate Rwanda HR, Admin, & Procurement Coordinator and TechnoServe’s relevant HQ support units, respectively.
- Oversee the management of sub-awards and sub-contracts issued by TechnoServe.
- Provide guidance to partners and staff on compliance agreements and procurement standards/requirements.
- Supervise and mentor HR, Admin, & Procurement Coordinator and Accountant.
- Serve as Acting Program Director, in the absence of the Program Director, as required.
Basic Qualifications:
- Bachelor's Degree + 7 years experience, Master's Degree + 5 years experience in Accounting, Finance, Business Administration, or equivalent.
- 5+ years of relevant financial management, administration, and compliance experience; prior experience working with development assistance programs requiring knowledge and understanding of donor regulations, policies, and priorities highly preferred.
- Progressive responsibility in finance and accounting, office administration, project operations at the mid-level of an organization.
- Experience managing the financial aspects of donor programs, including a demonstrated understanding of applicable finance-related contracting regulations.
- Ability to coordinate multiple interventions and initiatives aimed at achieving sustained system change, e.g. efficient and compliant financial and operations management systems and processes.
- Experience supervising staff and teams; experience managing field offices and field-based or remote staff preferred.
- Experience of managing local partners and sub grants.
- Comfortability and accuracy working with large amounts of data.
- Excellent oral and written communication skills.
- Strong interpersonal and cross-cultural skills.
Preferred Qualifications:
- Advanced degree MBA, CPA or equivalent preferred.
- PC computer skills in MS word, excel and PowerPoint required and knowledge of Serenic Navigator or other fund-based accounting software preferred.
Required Languages:
- Fluency in English with excellent oral and written communication skills required.
- Proficiency in Kinyarwanda or French preferred.

- Excellent computer skills in Microsoft Word, Excel, PowerPoint, and other administrative applications.

Supervisory Responsibilities:
- Supervise at least two full time program staff. Provides oversight for contracted IT, legal and grants administration support.
