Reporting And Supervision

Chief of Party will report to Palladium Home Office and USAID.

Primary Duties And Responsibilities

  • Provide overall strategic vision and leadership and technical direction for implementation including drafting project work plans, leading the successful implementation of annual work plans and ensuring an integrated vision across components and partners
  • Provide oversight related to project results, reporting, analysis, and the use of strategic information to drive performance across the project
  • Actively identify issues and risks related to project implementation and propose risk mitigation strategies and solutions for project adjustments
  • Ensure effective use of resources, on-time delivery of project activity reports and partner deliverables, and overall compliance with USAID regulations and Palladium policies and procedures
  • Work with staff to recruit, hire and manage staff and consultants as needed to carry out activities
  • Manages subcontractors, both international and national, to ensure that their performance meets or exceeds technical and financial contractual requirements
  • Maintain effective and open communication throughout the project with USAID, Project Director, project operations teams, and other relevant stakeholders 
  • Work with local staff in-country to identify program opportunities/potential local partners and collaborate with private sector and different stakeholders, as needed
  • Serves as the key liaison between USAID, host-country counterparts, project partners, and Palladium
  • Represent the project at meetings and events with the Government of Rwanda, the business community, non-profits, and other stakeholders

Key Competencies Required

  • Demonstrated experience in senior management positions for USAID or other donor market systems, agriculture, or related
  • development programs of similar or greater scope and complexity;
  • Prior experience with several of the following areas of expertise: inclusive market systems development, private sector
  • engagement, value chain development, climate smart and/or resilient agriculture, and nutrition/food security
  • Knowledge of USAID policies, procedures and reporting requirements
  • Demonstrated leadership, strategic thinking and planning, management, and presentation skills
  • Strong interpersonal and supervision skills managing teams
  • Written and oral proficiency in English

Professional Expertise/Competencies Preferred

  • Advanced degree in business, agriculture, economics, finance, or other closely related field as relevant to position
  • At least 10 years of experience working with the private sector, agribusiness development, and market systems preferred.
  • Prior experience as COP of a USAID-funded project, preferred
  • Prior experience in working in Rwanda, or Central/East Africa region preferred, or in similar economies
  • Rwandan nationals are strongly encouraged to apply
